The first act says that homes built by the National Housing Agency (ANL) to be rented may be sold to their tenants on request, after at least one year of uninterrupted renting. The revenue would go towards building new homes through ANL.

Another Government decision concerns the program "Revival of the Romanian village - ten homes for specialists," which will be carried out through ANL and aims to attract specialists to rural areas. Ten homes would be built in every commune and be rented mainly to young specialists below the age of 35, teaching staff, doctors, nurses and police officers.

The third act involves a program to design and perform upgrade work on multi-storey buildings most threatened by earthquakes and which are a public risk. This includes 22 buildings with work in various stages, left over from last year's program, which will be completed in 2010-2012.
