Romanian Govt Gives Parliament Ten Days To Hold Confidence Vote For New Cabinet

Romania’s Government decided in its weekly meeting Wednesday to impose a ten-day period during which the Parliament has to hold a confidence vote on a new Cabinet and governing program.

If the Parliament exceeds the ten-day term, the proposed cabinet is considered rejected and the head of state designates a new prime minister, Prime Minister Emil Boc said.

The Government on Wednesday passed a draft law to revise the country's Constitution, which it forwarded to the president. Romania's Constitution' may be revised at the initiative of the head of state, the Government, by at least a quarter of deputies and senators, or by at least 500,000 citizens of voting age.

The draft law also states the Parliament has 30 calendar days to state a point of view on the head of state's call for a national referendum. There is currently no deadline for the Parliament to issue such a stance.

"We have had problems in the past with how long the Parliament may take before it gives a consultative yes or no on the head of state's request to hold a referendum. As no deadline exists currently, we have set in the draft law the Parliament has 30 days to answer the president's request. Upon expiry of the 30 days, the president may issue the decree for the organization of a referendum," Boc said, adding the draft law revising the Constitution doesn't change the type of referendums the president may call for.
