He added that the draft law has not yet been completed, nor discussed in a Government meeting.

The draft law says local public authorities must provide the human, financial and material resources, as well as their own development strategy and yearly plans, in order to ensure quality social services. The authorities will create a social service fund, financed by the local budget and the state budget. State financing shall make up no more than 30% of the total fund.

According to the document, the state budget will finance national programs developed by the Ministry of Labor, Family and Social Protection, subsidize private social service suppliers, fund the creation of social assistance pilot-units, or pay for services provided by public bodies managed by central authorities, or services provided by local authorities and other public and private service suppliers.

The state budget will also finance permanent personnel training programs, investments in day care and residential centers, and will co-finance other social services, on the local authorities' request, according to cost standards and estimates.

Financing from the state budget may cover between 80 and 100% of the cost of social services addressed to children in need of special protection, as well as services targeting certain categories, explicitly provided by law. State financing may cover up to 80% of the cost of services for people with disabilities, the homeless, victims of domestic violence; up to 60% in the case of services for children and families; up to 50% of the cost of programs for the elderly; up to 30% in the case of other social services.

According to the draft law, county budgets will finance: social services managed by the county authorities, contracted or subsidized in accordance with the law, or co-financed according to partnership contracts; the setting up of new social services; services running in rural areas or disadvantaged regions; the activity of evaluation committees and complex evaluation services; training for social workers.
