Romanian Govt Postpones Payment Of Revolutionaries’ Indemnities For 2012-2014

Some 5,000 revolutionaries, whose certificates will be updated in 2010, were supposed to benefit from indemnities this year.

Government spokesperson Ioana Muntean said the decision is meant to maintain the budget balance, adding that the updating of certificates will entail retroactive payments, some of which go as far back as 2004.

According to Muntean, indemnities which amount to less than ten gross average wages will be paid in full in 2012. For indemnities worth between ten and 20 gross average wages, 50% of the sum will be paid in 2011, and the rest in 2013. Outstanding benefits worth over 20 gross average wages will be paid in three equal yearly tranches, from 2012 to 2014.

Paying the benefits in installments will lower the overall estimated due sum by two thirds, said Muntean. The spokesperson added that the 2012 payments will amount to an estimated 478 million lei (EUR1=RON4.2372). According to Muntean, current payments will not be affected by this decision.

The 2004 law of gratitude toward martyr heroes and combatants who contributed to the victory of the Romanian Revolution of December 1989 stipulates that beneficiaries receive monthly reparation indemnities. First degree disability sufferers and those severely injured in combat also receive a care benefit.

Romania's Government decided in May to postpone the payment of wage rights won in court by public sector employees until 2012-2014. The RON2 billion payment was postponed in order to control the 2010 and 2011 budget deficit. Romania's Superior Council of Magistracy did not approve the payment delay.
