Romanians Occasionally Gaining Copyright Income Exempt From Social Security Contributions

Romania’s Government decided in its meeting Wednesday that people who own a record of employment and gain copyright income only occasionally will not pay social security contributions for the income obtained from copyright.

The Government approved in June an ordinance amending the Fiscal Code, which introduced a series of additional taxes and duties to be levied starting July 1.

One of the amendments to the Fiscal Code stipulates freelancers will be equally liable for the due social contributions and taxes as the companies they work with, provided their earnings are included in the salary category. The stipulation also covers copyright, which was reclassified as income from salary.

Romania’s Government decided Wednesday to delay the adoption of the application norms for recent amendments to the Fiscal Code, which extend the tax pool, and submit them to public debate, with a view to adopting the norms on August 2.
