The sale of such substances without an authorization will be punished by two to eight years in prison.
The bill banning so-called "legal highs" was presented by MEDIAFAX this spring.
"Unfortunately, this phenomenon has grown to an extreme size in Romania and an extremely tough law is needed," said Prime Minister Emil Boc after Government's meeting on Wednesday.
Next Monday, the Chamber of Deputies will debate a simple motion filed by the opposition, which criticizes the Boc Cabinet for its "inability" to handle the issue of soft drugs.
