Romanian casino staff must wear pocketless uniforms while at work, while casino operators will be compelled to keep records of the tips received by dealers, waiters and cashiers, according to a government decision with respect to gambling.

Under the act, the tips offered to casino staff are categorized as income of casino operators and must be registered. However, casino managers are allowed to distribute the tips to their employees.
Romania’s Finance Ministry is the only institution authorized to issue gambling licenses, for lottery, casino, mutual betting, fixed quota betting, slot-machines and bingo games.
Economic operators who want to organize more than one gambling activity must apply for separate licenses for each game.
Gambling licenses are granted individually. Licenses are valid for a five-year period and cannot be transferred.
Gambling operators may deny access to persons noticeably under the influence of intoxicating liquor or any controlled substance, to those who do not fit their established dress code or to persons who have improper behavior.
The operators are to keep electronic records of the gamblers who enter the casino, while the database thus built is to be maintained for a period of minimum five years.
