Romania’s Health Ministry is working on a new pack of laws regulating the healthcare system in a move to ensure fair social healthcare contributions and a more efficient National Health Insurance House, minister Cseke Attila said Saturday.

"We're working on a legislative package at the ministry, I wouldn't call it reform, but we plan to regulate some aspects that aren't functioning correctly in the public healthcare system," the minister told a news conference in Oradea, western Romania.
The minister said the package aims to render the public healthcare system more predictable and simplify procedures for relations between the National Health Insurance House and other bodies in the system.
He said the ministry also plans to change the legal status of the Health Insurance House because the ministry currently drafts and implements policies in public healthcare, but has no control over financial resources, as the insurance house is an autonomous institution.
Cseke said the legislative package also targets regulation of public healthcare contributions.
"We have 7 million contributors but over 11 million benefit from public healthcare, which is not fair. I understand we should have certain social categories exempted from social security but right now, the number of exempt categories is higher than that of contributing categories," the minister said.
