Romania’s Chamber of Deputies approved Wednesday 186 to one vote and one abstention the creation of an investigation committee to look into the awarding by negotiation of an advertising contract by the Ministry of Environment in April.

Earlier Wednesday, the Chamber’s standing office had decided with seven votes and one abstention to set up an investigation committee.
The committee will have to check how the Ministry of Environment attributed an advertising contract worth over 2 million lei (EUR1=RON2284) on April 28, 2009 by negotiation without publishing an auction announcement.
Romanian daily Gardianul reported on Monday that the Ministry of Environment awarded an advertising contract worth about half a million euros, by direct negotiation, to ARS Advertising. The contract was for the promotion of programs regarding the modernization of urban heating systems in areas most affected by pollution but the program is practically only beginning.
“Ministry officials were unable to say what those concrete projects, that needed such urgent promotion, were,” the paper wrote.
In reply, the Ministry of Environment said three quarters of the sum assigned for the contract with ARS Advertising are European money and its spending will be checked by the European Commission.
