The Parliament initially allowed this emergency ordinance, but following liberal opposition coupled with a successful Constitutional Court challenge, the document was rejected in the lower chamber.

The government issued the emergency ordinance amending the CSAT law in compliance with the government coalition protocol sealed between the social democrats and democrat liberals. Said protocol stated leftist Senate Speaker Mircea Geoana would become vice-president of the High Council for National Defense.
