The draft act amends article 90 of the Constitution, which concerns referendums and currently reads: „The President of Romania, after consulting with the Parliament, may ask the people to express, through a referendum, their will regarding matters of national interest.”
The revised act adds three sections. The first states that the topics and date of a referendum may be set by the President through a decree.
The second section says the Parliament must issue a position on the referendum, through a decision adopted by the majority, within 30 days of the President’s request.
Lastly, when the 30 days are up, the Parliament consultation procedure is considered complete and the President may issue a decree calling for the referendum to be held, according to the draft act revising the Constitution.
