Romanian President Calls On Public Institutions To Use Electronic Auction Systems
Romanian President Traian Basescu Monday called on public institutions to use the electronic auction system, adding he will closely monitor the increase in the number of electronic auctions, as there are many institutions which avoid using the system.

Basescu told public institutions, during the second edition of the e-Government forum on implementing intergrated IT systems in the public sector, to resort to the electronic auction system and take his recommendation as a warning.
The president said the electronic payment system may reduce tax evasion by up to 15%.
"At the outset of 2009, 800 institutions were connected to this system and their number increased to 11,500 in October 2009. The number of electronic auctions for public procurements increased from 2% to over 12%," Basescu said.
The president underlined that an important step in modernizing the state and its institutions is to create a national unitary electronic system in the public sector to redefine relations between citizens, companies, social operators and state institutions.
Basescu explained the e-Government program will enable the state to cut spending by reducing bureaucracy, simplify procedures to pay bills, offer rapid and undiscriminating access to information and public services.
The president said a national electronic system will help authorities make public procurements more transparent and organize censuses more rapidly and at lower prices.
Basescu also said that, after the country's fiscal responsibility law is adopted, all electronic systems used by companies managing funds must be interconnected to ensure revenue and expenses data are reported in due time.
Basescu said the Health Ministry's and the Finance Ministry's integrated IT systems were not completed and criticized those responsible with their implementation.
The e-Government forum gathered Romanian Communication Minister Gabriel Sandu, businessman Nicolae Badea, Italy and the United Arab Emirates' ambassadors to Bucharest and other diplomats from Germany, France and Nigeria.
