Romanian President, PM, Deputy PM Discuss Education Bill Issue
Romanian President Traian Basescu, Prime Minister Emil Boc and deputy Prime Minister Marko Bela are in talks Thursday following a Constitutional Court ruling acknowledging a legal conflict on constitutional grounds between the Executive and Parliament over the education bill.

Basescu and Boc also talked on the issue Wednesday evening, after the Government's weekly meeting.
The Constitutional Court said Wednesday that it has taken notice of a legal conflict on constitutional grounds between the Parliament and Government, following the Executive's decision to pull the education bill from the Senate. The prime minister addressed Parliament last week seeking a confidence vote to adopt the bill bypassing regular parliamentary procedure.
Government spokeswoman Ioana Muntean said Wednesday the Executive will consult with the Parliament about procedures to pass the education law.
A previous version of the education bill, adopted through a vote of confidence in the Government on September 15, 2008, was ruled unconstitutional by the Court on November 18, 2009. At the time, the Court argued that this bill adoption mechanism should only be used in exceptional circumstances and its abuse undermines the separation of powers in the state.
