Romanian President: Public Procurement Not Part Of MCV
Romanian President Traian Basescu said Tuesday that he agrees with the European Commission’s statements regarding public procurements, but added that the issue should not have been included in the justice report as it has nothing to do with the Mechanism for Cooperation and Verification (MCV).

The head of state told a news conference that, while he agrees with the statements included in the report regarding the need to ensure transparency in the public procurement field, the issue is not part of the MCV.
The EC report reads that "substantial improvements are required in protecting against conflict of interest and corruption in public procurement."
"Judicial authorities should develop a higher sensitivity to issues of conflict of interest and fraud in public procurement and intensively pursue cases brought to their attention," said the report.
The report recommended Romania consider prohibiting senior civil servants and elected representatives from benefiting directly or indirectly from commercial contracts signed on behalf of their institution and implement full transparency in this area.
The EC also said Romania should evaluate the "effectiveness of the competent authorities regarding the implementation of public procurement legislation and implement corrective actions aiming at better coordinating the various institutions and improving their efficiency," as well as establish performance benchmarks for competent authorities in the following areas and monitor their implementation: prevention activities, control activities, sanctioning of conflict of interest, inter-institutional cooperation and cooperation with judicial authorities."
