The bill also obliges people holding public office to undergo annual medical check-ups in order to keep their positions.
The final decision on the bill belongs to the Chamber of Deputies.
The Government does not support the bill, arguing that forcing presidential and MP candidates to take psychological and psychiatric examinations violates their privacy.
On March 1, the Senate's committee for human rights issued a negative opinion on the bill.
