Putin is the first Russian president to visit Romania after the fall of communism.

Russian foreign minister Sergei Lavrov arrived in Bucharest Thursday afternoon.

Putin will attend the NATO-Russia Council Friday. His participation in the NATO summit was uncertain up until the last minute, despite the fact that, a month ago, NATO received confirmation for Putin’s presence in Bucharest.

At the summit in Riga in 2006, the Russian leader postponed his arrival at the last minute, citing “organizational issues”.

After the NATO summit, Putin will have a meeting in Sochi with U.S. president George W. Bush.
