Basescu said imposing sanctions on the Russian Federation would only make matters worse by blocking the situation.

Basescu added the European Union should negotiate solutions for the Black Sea area with the Russian Federation within the United Nations Security Council and reach solutions that observe international regulations.

Romania will be represented by president Basescu, Prime Minister Calin Tariceanu and foreign affairs minister Lazar Comanescu at the European Council meeting in Brussels.
