Staff Shortage Hurts Romanian Healthcare System More Than Lack Of Funding
The Romanian healthcare system is confronted with a major crisis in terms of human resources, said Monday Lucian Duta, head of the national Health Insurance House (CNAS), adding this problem is bigger than insufficient funding.

"There is a major crisis in the healthcare system but not necessarily in terms of funding. We're faced with an acute shortage of human resources that will be hard to overcome. Funding is bigger or lower from one year to the next but training medical staff takes dozens of years," Duta said during a seminar organized by newspaper Ziarul Financiar and insurer MetLife.
He added this shortage of trained staff alters the quality of medical services.
Duta said one of the problems faced by the Health Insurance House is determining the minimum level of medical services people should get in the public healthcare system.
He said the funds per capita assigned in Romania for health insurance are at EUR200, a lot less than in western countries where life insurance funds exceed EUR1,000 per capita. Under these circumstances, he said, Romania cannot provide medical services at the same quality standards.
