The initiative is part of a European Commission program which sets performance standards for carbon dioxide emissions released by new cars registered in the EU with the view to reducing the level of CO2 emissions. The draft act stipulates that the Romanian Auto Registry will cooperate with the Car License and Car Registration Department. The latter will be tasked with providing the RAR with data regarding the number of new car registrations.
By January 31 each year, the Economy Ministry must give RAR data regarding the number of gas stations which can sell E85 fuels (fuel which consists of 15% gasoline and 85% ethanol), as well as information regarding the observance of biofuel durability criteria.
According to the draft law, RAR will forward the data it collected to the Environment Ministry by March 15 each year, starting 2011. The results of the program will be presented to the European Commission.
