Romania’s Main Opp Party Proposes Lifting Immunity Of High-Ranking Officials

Romania’s leftist opposition Social-Democratic Party (PSD) will propose, at the beginning of the legislative session, a draft law amending the Constitution, so as to lift any form of immunity for the head of state, government members and lawmakers, PSD head Mircea Geoana said Sunday.

Geoana said the draft law needs to be signed by two thirds of lawmakers to pass, adding the draft stands high chances.

Under the law, the referendum on the amendment of the Romanian Constitution can be held 30 days upon adopting the law amending the Constitution, Geoana added.   

Article 150 of Constitution stipulates the revision of Constitution can be initiated by the head of state at the proposal of the government, by at least a quarter of lawmakers and at least 500,000 citizens with voting rights.

The revision is final after it is approved through referendum, which is organized within maximum 30 days upon adopting the draft law or the proposal for revision.

Early March, the Constitutional Court decided that the Public Ministry will notify the Chamber of Deputies or the Senate, depending on the case, to request prosecutions against former and acting members of the government who, when the notice is submitted, are also members of parliament.
