Romania Telecom Regulator Eyes Cutting Interconnection Fees In 2009-2010

Romania’s communications authority (ANC) eyes cutting interconnection fees for three mobile telephony operators, as of 2009, and estimates a 25-30% decrease in clients’ phone bills over the next three years, the regulator’s head Liviu Nistoran said Thursday.

Cosmote Romania, Telemobil and RCS&RDS recently requested interconnection fees of EUR0.082/minute, EUR0.0801/minute and EUR0.0743 /minute, respectively.

According to ANC’s draft decision, Cosmote Romania and Telemobil will charge EUR0.064 /minute, while RCS&RDS will charge EUR0.0721/minute, starting February 1, 2009.

Moreover, ANC proposed fees of EUR0.0567/minute for Cosmote Romania and Telemobil, and EUR0.064 /minute for RCS&RDS starting January 1, 2010.

As regards mobile telephony operators Orange Romania and Vodafone Romania, ANC previously decided they would charge a fee of EUR0.0503 /minute, starting January 1, 2009 and in 2010 as well.

As of 2011, ANC will use a new method to compute the interconnection fees for all five mobile telephony operators.

"This measure will back small telephony operators, given that mobile network traffic would only favor large operators," Nistoran said.

The interconnection fee translates into the sum paid by a telephony operator to allow access for its subscribers to make calls to other telephony networks.

Nistoran said the draft decision would be posted Thursday on the regulator’s website for ten days to allow interested people to come up with proposals.
