The Romanian government must firmly reject any act that might legalize bribe in the healthcare system, Transparency International Romania said in a statement Monday.

It said several representatives of the Romanian Physicians College recommended that MDs should receive additional payments from their patients, by means of a new tax.
The beneficiaries of healthcare services are required to contribute to the social health insurance fund from their incomes, and, therefore the medical assistance is already paid for, IT Romania said, mentioning an additional tax would only increase the social contribution of the beneficiaries.
MDs with the public healthcare system cannot receive other legal benefits from the patients aside from their salaries, TI Romania said. The citizens are compelled under the law to pay their contributions to the healthcare insurance system, thus ensuring the medical assistance they are entitled to.
In addition, TI Romania reminds the Romanian authorities that the country is part of the Civil European Convention against Corruption and of Criminal Law Convention on Corruption, which were ratified in 2002, and that the two conventions clearly forbid member states to legalize bribe or any other unlawful benefits.
Breaching the norms would trigger legal action against Romania at the European Court of Justice, the organization said.
TI Romania “is sorry to notice the analogy with the restaurant tips,” as “doctors are not waiters and hospitals and clinics are not restaurants.”
