Romanian Families To Pay EUR600/Apt For Thermal Refurbishment

Romanian authorities’ plan to thermally refurbish apartments might costs citizens around EUR600 per family, secretary of state with the Housing Ministry, Ioan Andreica said Friday.

The average price of thermal refurbishment will range between EUR3,200 and EUR3,500 per apartment, while beneficiaries must cover 20% of the costs, Andreica said.
 
“We (the Ministry of Regional Development and Housing – e.n.) have done many calculations, including several simulations (…) and we concluded that thermal refurbishment would cost some EUR3,200 – EUR3,500 per apartment. However, the numbers are relative. Our ministry finances 50%, the mayoralty 30% and the owner 20% – they come with one fifth of the costs, namely some EUR600,” Andreica told a press conference.
 
Andreica said the costs have been established based on new design norms, meant to cut household thermal energy consumption to below 100 kWh per square meter.
 
According to Andreica, the current household thermal energy consumption ranges between 150 kWh per square meter and 200 kWh per square meter, with the values reaching up to 245 kWh per square meter.
 
The figures are twice, even thrice the values registered in west Europe, Andreica mentioned.
 
Thermal refurbishment costs, however, will vary according to climate, construction materials and the block’s structure.
 
Andreica said the thermal refurbishment program will unfold over five to ten years, as the number of blocks that require refurbishment reaches some 85,000, or over 3 million apartments nationwide.
