The protesters said the huge bills are unjustified, as they have their own apartment heating systems.

According to Daniel Istrate, director of the Public Domains Administration (ADP) in the 6th district, natural gas distributor Distrigaz is to be blamed for the situation, as the company billed additional ten days for the next month.

The "Constantin Brancusi" district, built through the National Housing Agency, or ANL, includes 1,120 apartments for which ANL invested 137.7 million lei (EUR1-RON4.2903).

Some 116 three-roomed apartments were meant for poor families, while young couples rent the remaining apartments.

The local authorities set the rent at some EUR10 – EUR15 a month.

In 2005, the district made the object of a political scandal, as four local councilors of the Liberal Party and the Democratic Party, as well as several mayoralty directors and they relatives were assigned apartments in ANL’s district.

ANL projects are meant for underprivileged families and low-income youngsters.
