The Romanian Chamber of Deputies’ public administration committee on Wednesday drew up a new report on a draft law regarding stray dogs, and decided local authorities may take any measure concerning stray dogs, including euthanize them, only after they consult the citizens.

Romania has been held responsible by the European Court of Human Rights for failing to provide sufficient protection from stray dogs to its citizens, following a complaint lodged by a 71 year-old woman, who was violently bitten by a number of dogs in Bucharest in 2000.

The Romanian Chamber of Deputies on Tuesday decided to send the bill regarding stray dogs back to the administration committee.

The prefect of Romanian capital Bucharest, Mihai Atanasoaei, said Tuesday that a draft law on stray dogs has been sent to the Chamber of Deputies and the amendments include the euthanizing of dogs that are aggressive, gravely ill or that are not adopted within seven days.

Bucharest municipality officials discussed Tuesday a proposal to amend the law on the city’s stray dogs, to the effect that the dogs would not return to the streets after being neutered.

The first nine dogs trained in avalanche victim search and rescue will enter service with the Romanian Gendarmerie starting with next Friday, after being trained for five weeks in the Sinaia Gendarmerie Training Center.
