Constanta Mayor Decebal Fagadau announced in press conference held at the defunct Constanta Casino that the city hall will hand over the historical monument to the National Investments Company (CNI) and a constructor for rehabilitation works, after years of failed auctions for the objective.

The Romanian state will subsidize the interest and guarantee the loans taken out by homeowners for building façade repairs, according to a draft act drawn up by the Tourism and Regional Development Ministry.

Romanian local authorities will be able to use their own budgets to rehabilitate apartment buildings and then get their money back from homeowners, including through foreclosure, according to a bill drafted by the Development Ministry, minister Elena Udrea said Thursday.

Romania’s Regional Development and Tourism Minister Elena Udrea on Thursday said the thermal rehabilitation of apartment buildings will be made with loans contracted by homeowners’ associations and guaranteed by the state, with interest rates subsidized by the Regional Development Ministry.

The Romanian Government decided in its meeting Wednesday to approve a normative act setting that homeowners can have their apartments thermally refurbished by taking out bank loans guaranteed by the state with subsidized interest.
