Romania issued 3,463 building permits for residential projects in November, down 15.6% compared with October, and 15.4% lower on the year, the statistics institute INS said Wednesday.

The Romanian Government's intention to launch the “First Home” program led to a slight increase in residential prices, especially for two-room apartments, but this trend was not registered by the entire real estate market, according to real estate consultancy company Colliers International.

The number of residential constructions completed in the first three months of 2009 fell by 306 units on the year, at 10,595 units, the National Statistical Institute, or INS, said Tuesday.
