The partnership was signed within talks held between the two heads of state.

On the same occasion, the two countries signed a Social Security Agreement and a Protocol for cooperation between their respective ministries of justice. For Romania, the agreement and the protocol were signed by foreign affairs minister Lazar Comanescu and, respectively, justice minister Catalin Predoiu.

After signing the documents, the two heads of state held a brief press conference where Basescu said the partnership is the first agreement of its type signed by Romania with an Asian-Pacific country. He added this partnership is based on political dialogue, economic cooperation, investment exchanges, collaboration in the areas of security, society and culture, as well as cooperation within international structures.

Basescu added that, before his next meeting with his Korean counterpart, which he hopes will take place next year, it was convened that the foreign affairs ministers, as well as the other ministers in areas involved in the partnership, would take over this document and apply it.

The Korean head of state said talks with Basescu approached topics such as the development of cooperation in the construction of nuclear power plants, maritime issues, as well as collaboration in energy and IT sectors.

He added Korean companies would be encouraged to focus on Romania, as it is an attractive and important destination for Korean investments, while the Romanian Government agreed to provide all support necessary for Korean companies investing in Romania.
