Romanian Interior Ministry To Require Additional Documents When Registering EU-Bought Vehicle
People who are not registered for VAT purposes and request the registration of a vehicle bought within the EU will have to present additional documents to the Vehicle License Department, according to a draft order of the Romanian Interior Ministry.

The draft order was issued by the Minister of Administration and Interior and the Minister of Public Finance and is up for public debate until August 9.
The document appends two paragraphs to article 7 section 1 of Order no. 1501/2006 of the Minister of Interior. The first says the relevant community public vehicle license department will check whether the applicant is registered for VAT purposes and if they are, no documents are required in addition to those already stipulated by the Order.
According to the new order, if the applicant is not registered for VAT purposes, they must submit either the form called "Certificate confirming the payment of VAT in case of intra-community purchases of new vehicles," provided by appendix 1 to Order no. 1128/2009 of the president of the National Fiscal Administration Agency, in case the vehicle is new, or the "Certificate" provided by appendix 2 to the same Order, if the vehicle is used.
